Louisiana drivers: What are the inspection sticker/brake tag renewal laws?

Is it true that you can only renew your inspection sticker/brake tag in the parish in which your car is registered?

Since last year I have moved to a different parish, but my car is still registered under my father's name and my old home address. I'm wondering if I need to try to have my car inspected while I'm home for the 4th of July or if I can do it any time in the parish in which I am now a resident.
